The European Commission has suggested setting up a solidarity fund to help Member States that are dealing with a lot of migration pressure.

This idea is part of the start of the "first annual migration management cycle," which is an important step in putting the new European Pact on Migration and Asylum into action.

The European Commission's statement says, "The Council of the EU should now accept the Commission's proposal and agree on the size of the solidarity fund and how much each Member State should contribute based on what's fair."

Once the Council makes a decision on the fund, the contributions from the Member States will be legally binding.

The document also says, "Member States can choose how they contribute to the solidarity fund: through human solidarity (like resettling people or compensating for liability where needed), financial support, alternative measures, or a mix of these options."

The new Pact on Migration and Asylum was passed by both the European Parliament and the Council in the spring of 2024. It will come into effect in June 2026, and sets out a series of rules aimed at helping manage the arrival of migrants and refugees in a controlled way, creating efficient and consistent procedures, and making sure the responsibility for migration is shared fairly among all Member States.
