Tehran has repeatedly either disregarded IAEA inquiries regarding its nuclear operations or given deceptive responses, the agency's director Rafael Grossi told reporters prior to the IAEA board of governors.

“Regrettably, Iran has consistently either not responded or given technically incorrect responses to the agency's inquiries,” he stated.

Grossi added that following an in-depth examination of the information at hand, the IAEA determined that the three locations where artificial uranium particles were discovered in prior years, along with several other sites, “were components of an unreported organized nuclear program” that Iran finalized in the early 2000s. Grossi mentioned that it employed undisclosed nuclear substances.

The IAEA points out that the locations in Turkuzabad, Varamin, and Marivan are under scrutiny.

At this point, IAEA experts will not charge Iran with engaging in a military nuclear program, since their role is to perform technical verifications rather than make assessments, Grossi stated.
