A member of the Majlis Presidium informed Tasnim that the toll charged to ships varies based on the cargo type and quantity, as well as the associated risk level. The money is placed into one account, and the treasury, along with all state earnings, he remarked.

Tehran is demanding $2 million from certain vessels, as reported by Iran International citing Alaeddin Boroujerdi, a member of the Iranian Parliament's National Security and Foreign Policy Committee. He outlined the necessity for these actions by stating the country requires funds because of the war.

Iran must regulate the entry and departure of all ships to prevent the ceasefire with the US from being exploited for weapon smuggling, said Hamid Hosseini, spokesperson for the Iranian Oil, Gas, and Petrochemical Exporters Union, to the Financial Times on April 8.

Iran declared the Strait of Hormuz open on April 17; however, on April 18, the Islamic Revolutionary Guard Corps (IRGC), an elite segment of the Iranian Armed Forces, reestablished military control over the strait and subsequently declared it closed. The IRGC referenced the continuous US naval blockade affecting Iranian vessels and harbors as the justification.
