The EC believes its proposal supports the principle of open trade and strengthens cooperation with global partners to address the issue of overcapacity.
This is proposed by limiting duty-free imports to 18.3 million tonnes per year (a 47% reduction compared to the 2024 steel quotas), doubling the out-of-quota duty to 50% (compared to 25% under the safeguard measure), and strengthening traceability of steel markets by introducing a "melt and cast" requirement to prevent circumvention.
Brussels explains that this proposal will replace the steel safeguard measure, which expires in June 2026. It is intended to provide robust and permanent protection for the EU steel industry in order to preserve jobs in the European Union and support the sector in its decarbonization efforts.
