EC launches new investigation against social network X over Grok deepfakes

The European Commission (EC) announced on Monday that it has initiated a new formal inquiry into Elon Musk's company X, under the provisions of the Digital Services Act (DSA).

This new investigation will assess whether the company properly evaluated and addressed the risks linked to the deployment of Grok features on the X platform within the European Union. These risks include the spread of unlawful content in the EU, such as altered sexually explicit material, which may involve child sexual abuse material. These risks have reportedly emerged, putting EU citizens at risk of significant harm.

At the same time, the European Commission is broadening an existing investigation, which began in December 2023, concerning X’s adherence to its responsibilities regarding risk management, particularly in relation to recommendation systems.

Henna Virkkunen, Executive Vice-President of the EC, stated, "Deepfake content involving sexual material of women and children is a brutal and unacceptable form of humiliation. This investigation will assess whether X followed its legal duties under the DSA or whether it treated the rights of European citizens, including women and children, as secondary considerations in delivering its services."

The current investigation will evaluate whether X fulfilled its responsibilities, specifically to thoroughly examine and manage systemic risks, including the spread of illegal content, adverse effects connected to gender-based violence, and serious consequences, resulting from the integration of Grok functionality on its platform.
