The lawsuit's legal foundation is the Algiers Declaration of 1981. The document indicates that the United States officially committed to refraining from interfering in the internal matters of the Islamic Republic, whether politically or militarily.

Iran's declaration claims that the United States breached its international responsibilities, including the 12-Day War in June 2025. Iran insists that Washington stop all meddling, offer assurances to prevent future incidents, and completely compensate for the damages incurred.

The Algiers Declaration was signed in 1981 following the capture of 66 diplomats from the American embassy by supporters of the new Tehran government. Fifty-two employees of the embassy were imprisoned for 444 days. In return for the release of the diplomats, the US committed to unfreeze Iranian assets and respect the nation's sovereignty.
