“Allies pledge to allocate 5% of GDP each year towards essential defense requirements, along with spending related to defense and security, by 2035 to fulfill our respective and joint responsibilities outlined in Article 3 of the Washington Treaty,” reads the text.

The document outlines that NATO nations will yearly designate a minimum of 3.5% of GDP to fulfill essential defense requirements and reach the alliance's military capability goals. Another 1.5% of GDP will be designated each year to safeguard NATO's essential infrastructure, enhance networks, bolster the defense industrial base, guarantee civil readiness and resilience, and promote innovation. The plan's spending will be assessed in 2029 according to the strategic context and revised Alliance “capability” goals.

The text additionally mentions that NATO reiterates its dedication to assist Ukraine, “whose safety enhances” the security of the Alliance. In calculating defense expenditure, direct contributions that bolster the nation's defense capabilities and its industrial sector will be considered.
