France can accelerate the deployment of offshore wind energy capacity in accordance with the Clean Industrial Deal through the €11 billion initiative. “It will also assist France in lowering its reliance on fossil fuel imports and boost the proportion of renewable energy,” stated Teresa Ribera, Executive Vice-President of the EC, responsible for the green transition.

The EC is confident that Paris' initiatives will aid in the shift toward a zero-emission economy and help meet the EU's renewable energy goal established for 2030. The decision by the EC was made under the Clean Industrial Deal State Aid Facility (CISAF), which was approved on 25 June 2025.

The French offshore wind initiative is a 20-year plan aimed at facilitating the development and functioning of three floating offshore wind facilities: one in the Atlantic Ocean near southern Brittany and two additional ones in the Mediterranean.
