The White House official stated that American user information will be kept in a secure cloud operated by Oracle, with control systems in place to block access from hostile foreign entities, including China. ByteDance will not access American TikTok users' information and will not manage the social network's algorithm in the U.S.
The matter of TikTok's algorithm has consistently complicated the agreement. The law in the US governing the social network's sale forbids ByteDance from having any operational involvement in the new US app TikTok, including its algorithm. At the same time, Chinese regulations forbid the export of these "sensitive" technologies.
Bloomberg points out that it remains uncertain if the legislators who backed the TikTok sale will endorse the algorithm plans and if a full separation from ByteDance is technically achievable.
